That is on purpose. Before every send, Recur re-checks the same rules it used when you saved. If a recipient address is no longer valid, or the message ended up empty, it pauses and tells you which — instead of quietly sending nothing, or sending to the wrong place.
Recur checks once an hour, so a send can land up to an hour after the time you chose. Scheduling is not the same as instant delivery, and Google’s timers can drift under load.

Not directly — reading your drafts would require a permission that also grants access to your mailbox, and we chose not to ask for it. Paste the text into the panel instead; it is stored in your own account, and you can edit it any time.
